The concept of 'public service broadcasting' is frequently used in media policy and practice? But what does it really mean? Is the concept still relevant in today's media situation?

The arguments which rage about the idea of public service broadcasting are usually marked by the maximum of rethoric and the minimum of clarity. Rarely, if ever, does anyone attempt to eluciate what public service broadcasting is supposed to be, other than to say that it is what the broadcasters are doing, or failing to do. It is assumed that everyone in the debate knows what public service means and what public service broadcasting is.
